Some of the items that can be crafted in-game are craftable as soon as your Crafting skill reaches a certain threshold. You might have to be located in a workshop (called a factory at Levels 4 and 5) to craft these items.
Many other items require you to first learn a blueprint. Blueprints can be salvaged at locations like research centers and industrial ruins. After finding and learning the blueprint (by using it), you will still need to maintain a minimum Crafting skill to craft the item. You will also need to be located in a workshop (called a factory at Levels 4 and 5) that is of sufficiently high level to craft the item.
