The Device gives +15 to all of the specialty skills (Speed, Scout, Recovery, Salvage, Survival and Craft), will not break down over time and cannot be looted by other players in you lose in PvP.
There are top end items that you can craft or salvage that give +15 to one skill (Designer Datapad, Grinder, etc), but you have to swap between them when doing Jobs, salvaging, hunting, etc and they are somewhat delicate. The Device solves all these problems.
The Device is an in-game equipment item which - just as best in-game equipment items - adds 15 attribute bonus points, but for all player stats (not just one)! This item can only be equipped on player character!

Weapon customization kit is an in-game item which gives an option to create an unique weapon by customizing any ranged of attributes of the original weapon. By using Weapon kit it's possible to change any of 4 weapon attributes within a range of 5 points, by reducing one attribute and increasing another. The total sum of the attribute points is still the same as the original weapon. Weapon kit gives an option to customize the name of the weapon as well (the original name is still kept).

Customizing a vehicle is very similar to modifying a gun. You get to lower some values to increase others.
Vehicle customization kit is an in-game item which allows players to create an unique vehicle by tuning attributes of their vehicles. Directly change vehicle characteristics such as speed, carrying capacity, fuel tank size, crew size (only reduce) and armor (for armored vehicles only) in range of 20% of their original points. By changing these attributes other attributes, including vehicle weight and fuel consumption, will be affected as well. Vehicle Customization Kit allows to completely change vehicle name as well.
